这个短语指的是未来一个不确定的时间或某事已经进行了一段时间。

adv。 时而；有时
It means that something is on certain occasions or in certain cases but not always。
它指的是某事会在特定场合或特定情况下进行，并不会总是发生。（注意，它是频率副词，即表示事情或动作发生的频率）
